Sarva Shiksha Abhiyan is based on the component line that the financing of early education interventions is long term. This is essential for long term demonstrations on the financial partnership between the Central and State Governments.

Community Ownership - The program addresses community ownership of school-based interventions through effective decentralization. This will be nurtured through the involvement of women groups, VEC members and members of Panchayat Raj organizations.

Institutional Capacity Building - Sarva Shiksha Abhiyan anticipates a key capacity building role for national, state and district level organizations such as NIEPA / NCERT / NCTE / SCERT / SIEMAT / DIET.

Reform of Mainstream Educational Administration - It calls for improvement of mainstream educational administration through institutional development, motivation of new abigums, and adoption of beneficial and efficient methods.

Community-based monitoring with full transparency - The program will have a community-based monitoring system. The Educational Management Information System (EMIS) will link school-level support with community-based information from micro-planning and surveys. In addition, each school will share all information with the community.  Will be encouraged, including the approvals obtained. A notice board will be placed in each school for this purpose.

Housing as a planning unit - Sarva Shiksha Abhiyan works on a community based approach to planning as a planning unit with housing. Housing schemes will be the basis for the organization of district schemes.

Community Responsibility - Sarva Shiksha Abhiyan promotes cooperation between teachers, elders and PRIOs as well as community accountability and transparency.

Prioritize the education of girls - The education of girls, especially those belonging to Scheduled Castes, Scheduled Castes and Minorities, will be one of the main themes in the All Power Campaign.

Focus on special groups - The educational process will focus on the inclusion and participation of SC / ST, minority groups, urban orphans, children from other disadvantaged groups and children with special needs.

Pre-Project Phase -
Sarva Shiksha Abhiyan will begin with a well-organized pre-project phase across the country that provides for a large number of interventions to develop the capacity to improve the distribution and monitoring system.  Provides training for community leaders, school level activities, support for information systems, office equipment, diagnostic studies, etc.

Pressure on Quality -
Sarva Shiksha Abhiyan places special emphasis on making early level education useful and relevant for children by improving curricula, child-centered activities and effective teaching learning strategies.

Role of Teachers
- classroom process for teachers and  Advocates for a focus on. All of this is designed to develop human resources in teachers.

District Elementary Education Schemes - A
to the Sarva Shiksha Abhiyan framework, each district will prepare a District Elementary Education Plan with a holistic and centralized approach and transforms all the investments required in the Department of Elementary Education. There will be a realistic plan of activities over a long time frame to achieve UEE.  Will provide the framework. There will also be an annual work plan and budget which will list the activities to be implemented on the basis of priority to be implemented in the year.
